Harry E. Stowers, Jr. is a native New Mexican, born in Fort Bayard, spending much of his childhood in the mining town of Madrid, New Mexico. Graduating from Silver City High School, he came to Albuquerque to attend UNM. Drafted in early 1945 into the US Army he was discharged in November 1946, as a First Sergeant, returning to UNM to graduate with a major in Political Science. He then went to Washington, D.C., attending Georgetown Law School, returning again to New Mexico and becoming licensed in New Mexico in 1955.

Mr. Stowers was the first full-time Assistant City Attorney in Albuquerque, working as a criminal prosecutor and a civil litigator. He then became an Assistant Attorney general before opening his own practice. Mr. Stowers was in private practice for 14 years, doing primarily civil litigation, and was appointed to the 2nd Judicial District Court bench in the early 1970's, serving several years as Presiding Judge. In 1982 he was elected to an eight-year term in the New Mexico Supreme Court, retiring in 1989. He served as Chief Justice while on the Court.

In the late 1990's he came out of retirement to serve as Mayor of the Village of Los Ranchos de Albuquerque for a four-year term. Following his stint as Mayor, he joined The Branch Law Firm serving of counsel.

Mr. Stowers was an early board member of the then Albuquerque Boys Club, was active in Kiwanis, and was involved in the Albuquerque Citizens Committee for several years.
